Abstract

This article examines the development of management skills among directors of preschool educational organizations operating within public-private partnership frameworks through a competency-based approach. The study focuses on the professional competencies required for effective leadership in contemporary preschool education, including strategic planning, organizational management, communication, decision-making, financial and resource management, digital competence, and quality assurance. Particular attention is given to the specific managerial challenges arising from the interaction between public education requirements and private-sector principles. The article proposes a competency-based model that integrates managerial knowledge, practical skills, professional values, reflective practice, and continuous professional development. The model is designed to strengthen directors’ capacity to manage institutional resources effectively, support staff performance, maintain educational quality, engage with families and stakeholders, and respond to changing regulatory and social demands. The study argues that systematic competency development can contribute to more efficient governance, greater institutional sustainability, and improved quality of preschool education in public-private partnership settings. The proposed model may also serve as a methodological basis for designing professional development programs, assessment criteria, and training modules for preschool directors.
